Yes. While Sling.com videos aren't available to folks outside the United States, Watch on Slingbox.com is available.

You can use Watch on Slingbox.com to connect to your Slingbox anywhere in the world. You can also see your the custom SlingRemote for your A/V device.

However, SlingPlayer Guide is only available to Slingboxes that are located inside the United States.
